Quebec government employees had total compensation 9.4 percent lower than that of other Quebec workers in companies with 200 or more people. This is close to the 9.2% difference seen in 2020, but more than the 6.1% difference in 2012.

In 2021, Quebec public employees had overall compensation 1.6% lower than that of private sector employees. The ISQ said this little difference is basically parity. In 2012, public employees had a small advantage of 3.3 percent.

The gap with the private sector is likely to widen amid a labor shortage that allows employees to improve their working conditions, Boyer said.

“We’re going to find more and more benefits in the private sector because people are more aware that work-life balance is important and that vacations are important.

The gap remains between employees of the Quebec public administration and other employees of the public sector, including those of universities, municipalities with at least 25,000 inhabitants and federal government employees in Quebec. In 2021, Quebec government employees were paid 27.5% less, about the same as in 2020 (28.3%) and 2012 (26.2%).

The province will need to address this issue in the next round of negotiations in order to maintain services, Boyer said. Collective agreements for most public administration employees expire on March 23, 2023.

The unions will submit their demands in October 2022 to start negotiations. At the FTQ, the member consultation process is due to begin shortly.
