At Wednesday’s regular school board meeting, the Savannah-Chatham County Public School System School Board (SCCPSS) established new rules and conduct for public speakers at board meetings.

“This is the first time we have been back in person with the public here and I think it is extremely important that we as a council state our position on the rules and regulations regarding appearances and participation in our meetings. “said Board Chairman Joe Buck.

Citizens are welcome to speak, Buck said, but they will have to be civil.

“Most importantly, I am acutely aware of the increased interest in public school boards across the country,” he said. “Over the past few months, we’ve had visitors to our meetings who use the meeting as a way to express that anger and unhappiness.”

The new rules state that “all comments should be made in a professional manner that does not disrupt the meeting” and that “guests should avoid abusing staff/board members and should avoid using blasphemies”.

Buck said that as chairman of the board, he would not allow anyone in the public to yell, yell or engage in rude behavior in the conference room, and he reserved the right to call anyone breaks the rules.

The new public engagement rules were outlined on cards and handed out at Wednesday’s board meeting.

“As we continue to open our meetings for greater and greater involvement, I want it to be clear that I will use the gavel to call people out of order,” he said. “I will ensure that those who speak have the right to speak, but that accusations and defamatory speech will not be allowed. If those who speak choose not to follow our rules of operation in this building, and the related rules of civility and public speech, they will be asked to leave.”
