The Ministry of Finance is working with the Public Procurement Authority (PPA) to link the Ghana Integrated Financial Management Information System (GIFMIS) to public sector procurement processes.

This is to be done using the Ghana Electronic Procurement System (GHANEPS), an electronic procurement platform, designed to automate procurement within the public sector.

“This would ensure commitment control such that without a budget, no one, no entity will be able to commit to any form of procurement without a budget,” said Mr. Hayford Amoh, Senior Technical Advisor and Director of Internal Audit at the ministry. finances.

Representing Finance Minister Ken Ofori-Atta at the recent launch of the Public Financial Management Compliance League Table (PFMCLT), he observed that the main fiscal challenge faced by public institutions was the control of Commitments, where agencies could commit the government without the appropriate budget allocation.

He said the ministry will ensure value for money for all government projects, especially those conducted under sole-source procurement.

“The ministry wants to make every effort to resource the internal auditors to ensure the prevention of corruption or any form of malfeasance in expenditure rather than detecting it through the auditor general’s audit,” said he declared.

In a separate interview with the Ghana News Agency, (GNA), Mr. Amoh indicated that the deadline for full integration has been set from the end of the first quarter to the end of the second quarter, so June from This year.

In the end, he said, public institutions would also be forced to use only the e-procurement platform for procurement activities since budgeting and payments were done through GIFMIS.

According to the Public Procurement Authority (PPA), 76% of the 430 entities integrated into the electronic procurement system do not use the system launched in 2019.

The e-procurement system was implemented under the e-transform project of the Ministry of Communication with funding from the World Bank.
