The public ceremony originally scheduled for November 12 in the Hall of Heroes has been canceled due to security concerns caused by the COVID-19 outbreak. The Department of Defense recognizes and celebrates the eleven winners selected by their respective components to receive two of the highest awards a career DoD civilian can receive.
The 16th annual David O. Cooke Award for Excellence in Public Administration is presented to a career DoD employee who occupies a non-managerial position. The recipient reflects exceptional dedication to duty and an impact on efficiency, economy or other improvements to the operations of the Department that are considerably broad in scope.
The 65th annual Distinguished Civilian Service Award (DCSA) is presented to career employees of the DoD. The candidate’s contributions must reflect exceptional dedication to duty and contribute to efficiency, economy, or other improvements to departmental operations that are beyond the scope of their component and have a significant impact on DoD.
This year’s recipients are: Ms. Kathryn L. DeBenedetto, nominated by the Department of the Army as the 16th recipient of the David O. Cooke Award for Excellence in Public Administration. The ten recipients of the Distinguished Civilian Service Award are: Mr. Jose L. Cruz, nominated by the Department of the Navy; Ms. Sammi S. Foong, appointed by the Department of the Army; Mr. Robert D. Helgeson, nominated by the Office of the Chairman of the Joint Chiefs of Staff; Mr. Randall M. Johnson, appointed by the Department of the Army; Ms. Denise G. Kanelos, appointed by the Office of the Secretary of Defense; Mr. John E. Kreul, appointed by the Office of the Secretary of Defense; Ms. Kay A. Myers, appointed by the Office of the Chairman of the Joint Chiefs of Staff; Mr. Donald E. Perkins, Jr., appointed by the Department of the Air Force; Mr. Marc J. Pitarys, appointed by the Air Force Department; Mr. Mark O. Shields, appointed by the Air Force Department.
This year’s award recipients have achieved levels of excellence involving: better asset management; Creation of performance and financial savings; Expanded recruitment and training while achieving financial savings exceeding targets; Improved IT processes and operations enabling reporting capability to DoD and Congress leaders; Development of logistics and engineering processes which ensured expenditure of 6.4 billion dollars to the combatant; Provided safety advice that directly saved soldiers’ lives and mission success; Development of initiatives that led to the success of several audits; Provide information on the creation of a risk management and control policy; Provided advice on strategic development issues affecting the defense mission in various regions of the world; Creating cybersecurity innovations leading to secure US elections, effective e-information sharing, and improved partnerships within the federal government; Directed combat assessment planning for a joint $ 10 million exercise; Supervised command and control for multiple active duty squadrons, reserve units and National Guard units ensuring timely reporting on thousands of targets; Guided needs of more than a thousand contracts and modifications totaling more than $ 13.9 billion in savings over several years; Delivered $ 8 billion in combat capability and $ 2 billion in capability two years earlier; Optimization of the communication plan of a combat unit during overseas operations; Led the upgrade to $ 3 million in modifications for a Forward Defense mission.
